Holmes Mill in Clitheroe is home to a range of food, drink, retail and entertainment outlets and receives visitors from across the North West of England.
ES Parking Enforcement Ltd have been providing parking management solutions on the Holmes Mill site through ANPR for more than 18 months and they recently extended their service to provide pay and display facilities.
Prior to parking enforcement being introduced the site experienced multiple problems, including cars overstaying the three-hour maximum stay period and motorists using the car parking facilities who were not visiting the Holmes Mill outlet. This meant their own customers where often left with nowhere to park on the 60-bay car park – driving potential custom away.
ES Parking Enforcement Ltd introduced an ANPR system and clear signage across the site and started to issue PCNs to motorists not adhering to the terms and conditions of the car park.
The site has noticed a huge difference with compliance since enforcement began.
